If you decide to choose "Allowed Websites Only", you will need to type in the specific websites you want to allow. If he/she tries to access another website, it will show a screen to "allow website" and you will need to enter your screentime passcode to allow it. This will NOT automatically add this website to the "Allowed Websites Only" list. It will be for only that occasion. So, if it is a school link or something they will need to see frequently, be sure to copy the URL (from the internet address bar) and add it to their allowed list.
